Land-based and online casinos are different regimes

Five active physical casino venues are regulated under the Gambling Act 2003. Online casino gambling is governed by the separate Online Casino Gambling Act 2026 and remains in a licensing transition.

Dated legal summary: checked 4 October 2026. This is general information, not legal advice.

Different Acts and entities

A physical venue has venue and operator licensing relationships under the Gambling Act. An online operator and platform belong to the 2026 online framework and do not become markers on the land-based map.

Different age thresholds

The casino gambling-area threshold is 20. The Online Casino Gambling Act requires online gamblers to be at least 18. Always name the regulated activity when stating an age.

Online transition

DIA says that transition rules change on 1 December 2026 and the licensing process continues into 2027. Dated official guidance should be checked before making an eligibility claim.

Public register

The online Act provides for a public register of operators and licences. When populated, it should be the primary source for current licensed status.

No inferred endorsement

A land-based brand relationship does not establish online eligibility, and an offshore website should not be promoted as New Zealand licensed without official evidence.
