Short answer
New Zealand is not named, but eligibility remains conditional
Shuffle’s version 2.0 terms list Australia, the British Virgin Islands, the Cayman Islands, Curaçao, Cyprus, France, Germany, the Netherlands, Portugal, Singapore, Spain, Sweden, the United Kingdom and the United States as prohibited. New Zealand is not named. That is relevant evidence, but it is not an affirmative promise that every New Zealand resident may register, play and withdraw.
The same clause also excludes any location where use is unlawful, where offering the service would require licensing or registration, or which is subject to specified embargoes. The user warrants that access is lawful where they are located. This catch-all means a missing country name cannot be treated as final contractual permission.
We did not create a Shuffle account, submit identification, inspect an authenticated New Zealand cashier, deposit, wager, contact support or withdraw. We therefore cannot confirm which assets, networks, games, limits or payment rails would appear for one NZ account, or how verification would conclude.
The evidence-led verdict is conditional, untested eligibility. Ask official support whether a resident physically present in New Zealand may use casino services under the current terms. Save the answer, then compare it with the registration country field, KYC workflow, game lobby and cashier before sending funds.

Current contract
Natural Nine B.V. is the named operator
The terms checked on 7 October 2026 say Shuffle.com is owned and operated by Natural Nine B.V., registered at Korporaalweg 10, Willemstad, Curaçao, with Curaçao commercial registration number 160998. The terms also say payments are processed by Natural Nine B.V. and third-party payment providers, whose identity may appear in the cashier or on a statement.
Shuffle’s licence page claims Curaçao Gaming Authority licence number OGL/2024/1337/0628. This review reports that as a first-party statement. It is not an independent finding that the licence is active, covers every product, covers the current domain or gives a New Zealand user a particular complaints outcome.
Company registration, gaming licence and payment processor are different evidence fields. A payment descriptor may identify a processor without changing the gaming counterparty. Before funding, match the entity name, domain, registration, claimed licence and current validation record on the same date.
The terms select Curaçao law. Offshore governing law does not create New Zealand licensing, a guaranteed cash-out or an NZ dispute forum. Preserve the version number and a dated copy because operator, address, licence and contract wording can change.
Clause 8.3
The prohibition list includes a broad catch-all
The current terms prohibit both people located in and residents of the named jurisdictions. They also apply the restrictions to citizens or residents of other countries while physically present in a prohibited place. Location at the time of use therefore matters alongside residence and citizenship.
Clause 8.4 treats attempts to conceal location through a VPN, proxy or misleading residence information as a breach. Do not use a technical workaround to convert uncertain eligibility into apparent access. Doing so can create suspension, balance and withdrawal risk.
A site loading from an NZ connection, an NZ country option or successful email registration proves only that an interface responded. It does not resolve the catch-all, product-level blocks, sanctions screening, KYC acceptance or the legality warranty.
Ask one precise question: may a New Zealand resident physically in New Zealand register, use casino games, complete KYC and withdraw under version 2.0? Save the full response and agent identity where available.
National context
Offshore access is not New Zealand approval
The site’s dated New Zealand legal-status guide owns the national framework. This operator page does not transform a Curaçao contract or reachable website into a New Zealand licence or recommendation.
No checked source established a Shuffle-specific New Zealand authorisation. The absence of New Zealand from the named ban list is narrower: it shows what the operator did not expressly name in one clause on one date.
Recheck current Department of Internal Affairs material and obtain qualified advice where the stakes justify it. New Zealand policy and operator restrictions can change on separate schedules.
If the operator’s support answer, live registration controls and national information conflict, stop before funding. Preserve the conflict instead of choosing the most convenient interpretation.
Verification before cash-out
Government ID may be required before the first withdrawal
Registration requires a date of birth, valid email, username and password, plus all mandatory form fields. The terms permit only one account and impose reporting duties where people share a household, device, IP address or payment credential. Connected accounts require prior written approval.
Clause 5 permits KYC at any time to verify identity, location or age and allows access, payments or withdrawals to be restricted until Shuffle is satisfied. A valid government ID may be required at a threshold set by the operator and, in any event, before the first withdrawal.
Secondary checks may include electronic databases, payment-instrument validation and selfie verification. Shuffle can also request source-of-funds or source-of-wealth records such as statements, payslips, tax records or evidence of an asset sale, and can restrict deposits, wagering or withdrawals during assessment.
Use accurate information and payment methods in your own name. A successful deposit does not waive later verification. Enable available account security, secure the email and never share a password, one-time code, private key or seed phrase.
Internal balance
A Shuffle balance is custodial
When cryptocurrency is sent to a deposit address, the operator controls the destination keys and credits an internal account balance. The player no longer has self-custody over those funds. Access depends on login security, contract compliance, verification, platform operation and any investigation.
The terms say funds are consumed instantly when games are played and generally do not provide refunds. They also acknowledge digital-asset and exchange-rate volatility. Market-price risk therefore sits beside gambling loss and operator counterparty risk.
Keep only an affordable session amount on the platform. Record sending wallet, asset, network, address, memo or tag, amount, transaction hash, confirmations and credited balance.
Do not use the account for conversion or value transmission. Clause 8.5 permits action where the operator believes a deposit was made without a genuine intention to wager.
Authenticated evidence
The live cashier controls assets, networks, limits and fees
The terms deliberately avoid promising a fixed payment menu. They say payment methods, currencies, minimums and maximums appear in the cashier, may change, and may not be available in every country. This prevents a public logo list from proving an NZ account route.
For cryptocurrency, the supported asset and network must both match the current cashier address. An unsupported asset, unsupported network, incorrect address or expired address may be irrecoverable, and Shuffle says it need not attempt recovery. It may charge reasonable recovery costs if it tries.
For each route, record asset, exact network, address format, memo or tag, deposit minimum, withdrawal minimum and displayed fee. Stablecoin tickers can exist on several incompatible chains, so a ticker match alone is unsafe.
The terms say the credit value is determined when the cryptocurrency deposit confirms on the relevant network and disclaim price changes before, during and after confirmation. They also disclaim blockchain or third-party delays. We did not test any route or timing.
Base withdrawal condition
Deposits generally require 100% wagering
Clause 10.2 says 100% of a deposit’s value must be wagered before attributable funds may be withdrawn. The stated exception is a digital-asset withdrawal back to the same wallet address on the same network as the corresponding deposit.
This base turnover rule is separate from promotional wagering. A bonus may add its own multiplier, eligible games, stake cap, expiry and excluded conduct. Never merge the two into one percentage.
The exception is narrow. “Same wallet” and “same network” both matter, and the authenticated withdrawal flow must actually offer the route. Do not assume that another address you control or another network for the same token qualifies.
If the interface and clause conflict, ask support before placing a bet. Wagering merely to unlock money creates real loss exposure and should not be increased to chase a quick withdrawal.
No personal test
Identity, ownership and review can delay a request
Shuffle may refuse a withdrawal until identity is verified, the receiving instrument belongs to the account holder, requested information is supplied and the turnover condition is met. Minimums and operator fees are shown at request time, while a wallet, bank or processor can impose separate charges.
Withdrawals are normally in the deposit currency. The terms allow another method in the user’s own name, but reserve the right to return funds through the original method for AML, fraud, sanctions or regulatory reasons. Multiple deposit methods can lead to a split withdrawal.
The operator can investigate activity and delay or decline deposits, withdrawals or gameplay where it reasonably suspects a breach or legal issue. It may not always explain the investigation. This is why a successful first deposit is not proof of a frictionless cash-out.
No withdrawal was requested for this review. We make no speed claim. Save request ID, amount, currency, network, fee, status changes, support correspondence and blockchain hash after broadcast.
Configuration evidence
A lobby tile does not prove RTP or NZ availability
Shuffle offers casino and betting products, but the terms allow a game, market, bonus or product to be changed or removed. A title visible publicly or to another account may be disabled by country, supplier, verification state or technical configuration.
For any game, open the exact deployed help and record provider, full title, game ID or build where shown, total stake, currency, RTP, paytable, feature rules and maximum-win unit. A supplier may publish several RTP profiles; only the live client proves the selected one.
Provably fair documentation, where applicable to an original game, can describe a defined result-verification process. It does not establish operator eligibility, solvency, KYC fairness or withdrawal performance.
A demo is a learning tool, not real-money evidence. Similar graphics do not prove identical RTP, stakes, rules or market access.
Mutable offers
Promotion headlines need complete terms
Shuffle publishes promotions, but this review does not reproduce bonus amounts because availability, eligibility and conditions can change. An account-targeted reward or VIP message is not a permanent public entitlement.
Before accepting, save the offer date, eligible country, minimum deposit, wagering multiplier, game contribution, maximum stake, expiry, excluded conduct, withdrawal effects and whether base deposit turnover still applies.
The terms permit bonuses and affected winnings to be removed where Shuffle detects or reasonably suspects abuse, bonus stacking, hedging, automation, collusion or exploitation. Read definitions before play rather than after a restriction.
Do not increase a deposit or session to obtain a reward. If the rules are incomplete or conflict with the account screen, decline the offer and request written clarification.
Controls and complaints
Use limits before the first deposit
The terms refer to self-exclusion, account closure, wager limits and loss limits. Inspect the live account for availability, effective timing, increase delays and product scope. Save confirmation when setting a control.
Shuffle says a responsible-gambling measure will not be used to block a legitimate withdrawal and that funds remain available during cooling off. Other verification, ownership, turnover or investigation conditions can still apply independently.
Complaints may be sent to support@shuffle.com. The terms say an unresolved matter may be referred to the Curaçao Gaming Authority. We did not test response time, quality or escalation outcome.
If gambling stops being recreational, stop funding and use the New Zealand contacts on the responsible gambling page. Never open another account to bypass a limit or exclusion.

Controlled verification
Move from documents to a small, affordable test
First compare the terms, licence disclosure, privacy wording, responsible-gambling policy and complaint route without creating an account. Record the version and date.
Obtain written confirmation covering a New Zealand resident physically in New Zealand, casino access, KYC and withdrawals. A generic “site is available” response is not enough.
If the answer is clear, complete requested identity checks before meaningful funding. Inspect the cashier and record the exact asset, chain, address, minimum, fee, ownership rule, turnover condition and return route.
Only then consider an affordable test amount. Do not chase turnover with larger stakes. One successful test is evidence for one account and date, not a permanent rating or guarantee.
Dispute readiness
Keep contract, account and blockchain evidence together
Save dated terms, licence validation, eligibility answer, account ID, KYC status, cashier screens, deposit hash, balance credit, wagering record and withdrawal status. Use one time zone in the chronology.
For a game issue, add provider, exact title, build or game ID, bet ID, stake, currency, displayed RTP, paytable and result. Separate blockchain delivery from internal account credit.
Do not publish identity documents, payment credentials, one-time codes, private keys or seed phrases. Send sensitive records only through an official secure channel and keep redacted copies.
If terms change, preserve both versions and their effective dates. Never overwrite the evidence that applied when funds were deposited or a disputed round occurred.
Bottom line
A documented Curaçao contract, not confirmed NZ access
Shuffle’s version 2.0 terms identify Natural Nine B.V. and claim Curaçao licence OGL/2024/1337/0628. New Zealand is absent from the named prohibited list, but the catch-all and legality warranty keep eligibility conditional.
The terms clearly disclose government-ID verification before first withdrawal, possible source-of-funds checks, authenticated cashier control, wrong-network risk and a 100% deposit-turnover rule with a narrow same-wallet exception.
No account, KYC, cashier, deposit, game, support or withdrawal was tested. This review makes no speed, bonus, “best casino”, solvency or personal-experience claim.
The practical decision is to obtain written NZ confirmation, complete verification, inspect the live cashier and keep the test small. The sponsored buttons lead elsewhere and must never be read as “Play Shuffle”.
Questions answered
Frequently asked questions
Do Shuffle’s current terms prohibit New Zealand?
New Zealand is not named in the version 2.0 prohibited-jurisdictions list checked on 7 October 2026. A catch-all still excludes locations where use is unlawful or requires licensing, so absence is not a guarantee of acceptance.
Which company operates Shuffle?
The terms identify Natural Nine B.V., Curaçao registration number 160998, at Korporaalweg 10, Willemstad.
What licence does Shuffle claim?
Shuffle claims Curaçao Gaming Authority licence OGL/2024/1337/0628. This review reports the first-party claim and does not treat it as New Zealand authorisation.
Is KYC required before withdrawal?
The terms say a valid government identity document may be required at a threshold and in any event before the first withdrawal. Other checks and source-of-funds evidence may also be requested.
Does the sponsored button open Shuffle?
No. The existing CPA route opens a separate offer whose identity, eligibility and terms must be checked independently.
