Our conclusion is deliberately narrower than a conventional casino review. We could not verify that 22Bet currently accepts a New Zealand casino customer under terms that are clear, accessible and consistent with the claimed regulatory relationship. The strongest contradiction concerns licensing. 22Bet's own FAQ identifies NovaPulse Ltd and cites Tobique Gaming Commission licence number 1190. The TGC public license-holder register contains NovaPulse Ltd as a B2C holder with an expiry shown as 9 April 2027. Yet the same regulator's official domain validator returned INVALID for 22bet.com on 6 October 2026 and displayed the sentence that the service was not licensed by the Tobique Gaming Commission.
That domain result prevents us from converting a company-register entry into a positive brand-level licence statement. It may reflect a missing domain association, a change, or a genuine authorisation problem; the public evidence does not let us choose between those explanations. Until the regulator validates the exact domain or otherwise clarifies the relationship, the safe editorial outcome is “not verified.”
We also could not retrieve the main official terms page during repeated checks. Without the controlling contract, we could not confirm country eligibility, governing company, account rules, payment limits, withdrawal conditions or dispute pathway for a New Zealand reader. An older official-news guide names a different Curaçao-linked company, which increases the need for a current contract rather than resolving the question.

Company before brand
Which legal entity does 22Bet identify?
A trading name is not enough to identify the party holding customer funds. A useful operator review needs the legal company name, registration jurisdiction, physical or service address, licence relationship and contract that governs the account. Those fields should agree across the footer, terms, privacy policy, regulator register and payment descriptor.
The current official FAQ says 22Bet is operated by NovaPulse Ltd and gives Tobique licence number 1190. That is a first-party claim, but it is not self-validating. The TGC license-holder page does list NovaPulse Ltd, which establishes that a company of that name appears in the regulator's public B2C register. It does not, by itself, prove that every website claiming the company is an authorised domain.
There is also a historical identity conflict. An older article on 22Bet's own news domain describes TechSolutions Group N.V. and a Curaçao relationship. Companies and licences can change, so historical copy is not necessarily evidence of current operation. It does show why an undated third-party review or cached footer should not be used to merge old and new identities.
The missing controlling terms leave the contractual counterparty unresolved for this check. We therefore do not print a company as settled fact, do not assign the old Curaçao statement to the current site, and do not imply that a TGC corporate listing covers 22bet.com despite the validator's opposite result.
Exact-domain test
Why the Tobique validator result controls this review
Regulator registers and domain validators answer related but different questions. A register can show that a legal entity holds a licence. A domain validator asks whether the exact website presented to a customer is associated with a licensed service. For an online operator review, both links matter: company to licence and domain to company.
We entered 22bet.com in the official TGC validation service on 6 October 2026. The result identified the website and displayed operating status “INVALID,” followed by an explicit statement that the service was not licensed by the commission. This is direct regulator evidence about the exact domain, not a competitor allegation or automated reputation score.
The result directly conflicts with the operator FAQ. We have not inferred fraud, cancellation or the reason for the mismatch, because the validator does not explain the cause. We report the contradiction as it appears and treat it as unresolved. A future check should preserve a dated capture, verify the URL character by character and ask the regulator or operator for a public clarification that can be independently confirmed.
A licence number in marketing copy should never override an invalid-domain result. Nor should the corporate register be ignored: it remains relevant evidence, but it establishes only one side of the chain. The appropriate conclusion is that NovaPulse Ltd appears in the register while 22bet.com failed the regulator's exact-domain validation at the time checked.
Dated New Zealand context
What the current DIA guidance says
New Zealand's online-gambling framework is in transition, so old summaries can be materially wrong. The Department of Internal Affairs player page checked on 6 October 2026 says the Online Casino Gambling Act is in force. It also describes interim arrangements before the new licensing system is fully operating.
The guidance says providers that were serving New Zealand before 1 May 2026 may continue until 1 December 2026, subject to conditions including a prohibition on advertising. From 1 December 2026, only successful auction operators can operate under an exemption while licence applications are assessed. A generic overseas-casino review cannot establish that a named brand meets either condition.
Nothing in the checked 22Bet materials proved participation in the New Zealand auction or an interim right to serve the market. A local time zone, New Zealand country selector or NZD-style display would be interface localisation, not statutory evidence. We do not convert those signals into a legal-status statement.

Country exclusions do not confirm New Zealand eligibility
An official 22Bet editorial article about VPN and account controls lists a group of restricted registration countries, including the United Kingdom, United States, France, Belgium and several others. New Zealand does not appear in that particular list. That is a useful lead, but it is not the controlling terms and cannot prove acceptance.
Country eligibility can differ between casino, sportsbook, payment method, identity document, promotion and product provider. A brand may allow its homepage to load while refusing registration, blocking a product, rejecting a deposit or requiring withdrawal verification. It may also change the list without updating an older news article.
The official FAQ itself says availability varies by country and should be checked during registration. We did not attempt to create an account, submit personal data or bypass a location control. Those actions are not necessary to report the public evidence gap and would not replace a readable contractual clause.
Accordingly, this review does not say “22Bet accepts New Zealand players.” It also does not claim that New Zealand is expressly prohibited by 22Bet, because the terms page needed to prove that was unavailable. The accurate status is that current eligibility was not confirmed.
Blocking evidence gap
The main terms page was unavailable
The user task correctly makes official terms the first checkpoint. We attempted to open the 22Bet rules and terms route, but it did not provide a usable document during our checks. A public-site timeout or access failure does not prove the terms do not exist; it means we could not audit them.
That gap is material. The contract should identify the legal entity, eligible territories, minimum age, single-account rule, prohibited activity, dormant-account handling, verification duties, payment ownership, withdrawal sequencing, bonus restrictions, complaint process and governing law. A homepage or FAQ cannot safely stand in for all of those clauses.
We therefore omit precise claims about minimum deposit, cash-out speed, maximum withdrawal, account fees and document deadlines. Values from third-party comparison sites can be stale, market-specific or based on an authenticated cashier that another customer will not see.
If the terms become available, the next check should archive a dated local research note—not a site archive—record the document title and revision date, and compare its company name with the footer, privacy policy and payment descriptor. Any disagreement should remain visible in the published review.
Casino and betting are separate
22Bet’s sportsbook creates a clear NZ boundary
22Bet markets both casino games and sports betting. Those product categories must not be collapsed when discussing New Zealand. The DIA player guidance states that, since 28 June 2025, online racing and sports betting with overseas providers is prohibited, with TAB NZ the only domestic provider.
For that reason, this page does not direct a New Zealand reader to 22Bet's sportsbook, odds, racing markets or betting promotions. Even if a page loads or a market is visible, interface access does not remove the legal restriction described by DIA.
The online-casino transition is a different framework with its own dates and conditions. A brand's casino status cannot be inferred from its sportsbook, and a casino review cannot be used as a workaround for overseas sports betting.
Product separation also matters for account funds and promotions. A shared wallet does not make every product equally permitted, and a bonus advertised across the brand may have product-specific wagering rules. The unavailable terms prevent us from auditing that relationship for 22Bet.
Cashier evidence required
Payments and withdrawals remain unverified for NZ
The homepage and FAQ use broad payment language, but public logos do not establish a method for a New Zealand account. A reliable payment table would need an authenticated NZ cashier, the current terms and a dated check of deposit and withdrawal screens without completing a transaction.
For each method, verify supported currency, minimum and maximum, operator fee, provider fee, processing estimate, identity requirements and whether withdrawals must return to the original source. A method available for deposits may not be available for cash-outs. Crypto also adds exchange-rate, network-fee and address risks that a simple logo cannot describe.
Do not treat “instant” as a guaranteed withdrawal time. It may describe the transfer after approval rather than internal review, KYC, source-of-funds checks or payment-provider processing. A pending period and a completed transfer are different measures.
Because those fields were not verified, this article publishes no 22Bet NZ payment recommendation. Game names do not prove RTP, version or NZ availability
An operator lobby can contain thousands of game tiles, but the tile is only a navigation label. The deployed client controls the exact game ID, provider, help version, return setting, bet range, maximum-win wording and optional feature costs.
Many studios certify multiple RTP builds under the same consumer title. Bonus offers require a full terms calculation
We do not reproduce a 22Bet welcome-bonus headline because the current controlling terms were unavailable and promotional values can vary by country, product, currency, deposit method and campaign date. A large percentage and maximum amount are not enough to evaluate an offer.
The required fields include deposit amount, bonus amount, wagering multiplier and base, eligible games, contribution percentages, time limit, minimum odds for betting products, maximum stake, restricted strategies, withdrawal cap and conditions that cancel funds. Every field affects the practical cost.
A bonus balance can also complicate withdrawals. If the terms allow cancellation of bonus and associated winnings, or require wagering before cash-out, that risk must be stated next to the headline. We will not infer it from a generic FAQ.
New Zealand's interim advertising restrictions add another reason to avoid promotional positioning. This page is a due-diligence review, and its established sponsored link is clearly separated from 22Bet. It is not labelled as a 22Bet bonus or registration button.

An online gambling account can require proof of identity, age, address, payment ownership and source of funds. Before uploading sensitive documents, confirm the exact HTTPS domain, privacy policy, data controller, retention basis and complaint route. The invalid TGC domain result makes that verification especially important here; it is not a defect that a marketing promise can cure.

Complaint and regulator pathways are not established
A useful operator review should explain who handles a dispute, the internal escalation steps, response times, alternative dispute resolution and the regulator able to receive a complaint about the exact licensed domain. We could not build that complete chain for 22Bet.
The TGC company register suggests one possible corporate relationship, while the exact-domain validator rejects the site. Until that mismatch is clarified, we cannot responsibly tell a reader that TGC is the confirmed complaint authority for an account opened at 22bet.com.
Save transaction IDs, timestamps, chat transcripts, emails, terms versions and screenshots before escalating any existing issue.
